This document is the final version of the Washington State QRIS Quality Standards, now completed after a 2-year field test process.  Promoting child outcomes and school readiness is at the core of the framework.

This document reflects lessons learned, recommendations and modifications from the two-year Seeds to Success Field Test conducted to create a final version of the Washington State QRIS Quality Standards.  The field test process provided an opportunity to test quality standards as well as system supports and capacity necessary to implement to scale.  The attached table details recommendations from local participants and community leads and the University of Washington.

This report provides a synthesis of recent recommendations made by various public and private entities regarding QRIS development and effectiveness. It examines QRIS experience in selected states and provides an analysis of QRIS issues based on both experience of states that have implemented it as well as questions which Washington State might want to address.
